When it comes to compulsive behavior to do with hair, it may be something as simple as always touching the hair or as complicated as pulling (trichotillomania) or (TTM) the hair out from the head as well as eyebrows and perhaps even from private places in the body. Another way to describe this disorder is to say, puling every hair from ones own body.
Twirling of the hair is also very destructible and disturbing in some cases. I have seen mostly women with this behavior. Some have much thinner hair in the area where they twirl the hair as it usually is done in the same spot and others the hair just breaks in the spot. It tends to be done on either side of the head or from the nape of the head.
The touching of the hair compulsively is a compulsive behavior that can get worst with time. One way to get away from this behavior is to substitute the behavior for something else as it seems to be a nervous reaction.
